Planning staff told the Planning Commission on June 5 that the city submitted its 2024 annual progress report to the State Department of Housing and Community Development and has issued building permits for 145 residential units in 2024.
The report, filed in April 2025 but covering permit activity for 2024, tracks permit issuance under the city’s housing element and the Regional Housing Needs Allocation, or RHNA. Staff said the city is in year four of an eight‑year housing element cycle and has now issued permits equal to about 40% of its RHNA allocation to date.
City staff said of the 145 permits issued in 2024, 122 were assumed to be above‑moderate income units and 23 were for low‑ or moderate‑income households; roughly 20 of those 23 were accessory dwelling units. The Planning Division also entitled about 87 additional units in 2024, including five market‑rate multifamily projects with sizes ranging from four to 38 units.
Staff emphasized the distinction between permitting and building: the city’s role is to provide zoning, policies and regulations that allow development, not to act as the developer. Officials noted a slowdown in permit activity in 2024 largely because parts of the Spring Lake growth area are still building out; some Research and Technology Park parcels are not expected to support residential development until later in the decade.
Planning staff listed development projects that could add units in the next two to three years: a second phase of the Vista Del Robles project at Ashley and West Main, a 73‑unit Yolo Housing Authority project on Lehman Avenue, and previously entitled market‑rate multifamily projects. Staff also noted the 159‑lot Merritt Ranch subdivision remains without a builder.
Commissioners asked for the full report and recommended staff share the detailed, multi‑page report with commission members who had not reviewed it. No formal action was required; the item was an informational staff update.
The update was presented during the commission’s staffing and commissioner comments segment and was followed by public and agenda business later in the meeting.
