The Imperial Beach City Council on June 4 approved amendments to City Manager Tyler Fultz’s employment agreement following the manager’s annual performance evaluation. The amendments change five provisions of the contract related to communications, salary parity, deferred compensation, longevity pay eligibility and separation provisions.
What changed
- City Attorney Lianne explained the proposed changes: (1) add language about city manager interactions with the council and staff, (2) amend base salary terms so that if other city management personnel receive a base‑salary increase the city manager would receive the same level of increase, (3) increase deferred compensation to $15,000 per year, (4) make the city manager eligible for longevity pay after 20 years of service, and (5) add confidentiality and non‑disparagement language to separation provisions.
- The city attorney said these changes followed the manager’s successful annual evaluation conducted March 19 and that the accompanying resolution implements the contract amendments.
Council action
- The council approved Resolution 2025‑29 authorizing the contract amendments and authorized the mayor to sign the amendment. The vote was unanimous with Councilmember Leila Gonzalez absent.
Context
- Public commenters had submitted written comments on the item; one commenter opposed the deferred‑compensation increase while others expressed support for the city manager’s work. Councilmembers publicly thanked the city manager for his service and leadership and noted the historical context of his long tenure.
Next steps
- The city attorney and city manager will execute the amended employment agreement and staff will implement the compensation changes according to the resolution.
