Seabrook finance report shows stable fund balances; manager updates water interconnect, EMS expansion and generators

City finance staff presented the monthly financial report for April and the city manager updated council on ongoing capital projects, saying the city’s core funds remain stable while several infrastructure projects advance.
Finance staff reported the city adopted a $16,000,000 general fund budget and began the year with a beginning fund balance of just over $9,000,000. Current projections show a projected change in fund balance of roughly $1,100,000, leaving about $10,000,000 in the bank at year end based on current forecasts. Staff warned that sales-tax revenues are running under budgeted expectations but remain up roughly 4% compared with last year.
“Again, we adopted a $16,000,000 budget. ... We had a beginning fund balance of just over $9,000,000. Our current projections have us, returning a $1,100,000 change in fund balance,” finance staff (Mike) reported during the presentation.
Other fund notes included an enterprise starting balance of about $2,600,000 and the hotel-occupancy fund showing revenues above budgeted projections but with a $1,200,000 committed incentive that would reduce available balance if spent.
City Manager Guillermo updated council on several capital items: TxDOT will look at reopening a ramp mid-June that had been closed for work, a major water interconnect project is nearing completion (pending a vault), the Seascape waterline project is targeting August 2025 completion, and the EMS expansion at the fire station had its bid opening moved to May 29. “They did send us an email this week that says that they're gonna look at doing that mid June. So that should be back open by mid June,” Guillermo said of the TxDOT ramp.
Manager and public-works staff also noted two generators procured via hazard grants (one to replace the generator behind police headquarters and another at the fire station) with expected manufacturer lead times of eight to nine months; Pine Gully has a wastewater line exposed on a bridge and a design project will bore under the gully to protect the pipe; a new restroom paid with ARPA funds is pending plumber scheduling for Repstorf; and a training tower project (bonded) is moving through geotechnical and design steps.
Regarding North Meyer street work, the city said design kickoff occurred with county partners through Precinct 2 and the scope will run from Gail’s Feed Store up to TX-146.
Council received the reports; staff posted the financial presentation to the city website and will return with contractor bid results and schedule items as projects progress.
