What residents said: Multiple speakers who live near FM 1100 described recurrent flooding and said the road is narrow for large volumes of event traffic. Lisa Powell Gould, who owns land nearby, said she had seen “11 floods” in 29 years and described instances of vehicles being washed off the road. Another resident who owns property next to the proposed venue described concerns about traffic, noise and alcohol-related liability.
Applicant response: Rocio Velasquez, the owner and applicant, told the council the venue is designed for indoor use and that her site plan anticipates a maximum building occupancy of 410 people, but she said the operator plans to limit events to 350 attendees to allow room for staff, security and vendors. “We plan to keep it below 350,” Velasquez said.
Staff and legal guidance: Michael Burrell, the city’s development services director, explained the property’s zoning history: the council approved rezoning actions last year and the parcel is currently in a C‑1 zoning category that requires a specific‑use permit for an event center because of the intensity of the use. Burrell described parking requirements in the code — “one space for every 100 square feet of assembly area” — and said final capacity will also be determined by building and fire codes.
Concerns and conditions: Council members and the city attorney discussed ways to resolve neighbor concerns before final site-plan approvals. Assistant City Attorney Veronica Rivera advised the council it could close the public hearing and still require staff and the applicant to work with concerned residents and place conditions on the permit; the council closed the hearing and later approved the permit, which allows conditions and subsequent review during site‑plan and building‑permit reviews.
Next steps: The permit approval allows the applicant to proceed with the specific‑use entitlement; final occupancy, parking configuration and any required roadway improvements will be set during the site‑plan and building‑permit processes and may be the subject of future council review or conditions.
