The Manor City Council on June 4 approved a professional services agreement with P3 Works LLC to serve as the PID advisor and administrator for the New Haven public improvement district.
City staff explained that P3 Works has already been performing some drafting and advisory work for the New Haven PID but had not yet executed a formal agreement. The contract formalizes their role for the upcoming bond issuance and administrative tasks associated with the PID.
Councilmember Reyna moved to approve the agreement and to authorize the city manager to execute it. The motion passed 6‑0.
Staff said the work P3 Works will perform includes drafting the service and assessment plan, advising on bond issuance and administering PID assessments once bonds are issued. The city noted similar arrangements were used for previous PIDs but that this agreement is PID‑specific rather than covering multiple districts.
The agreement authorizes staff to continue work toward bond issuance on New Haven with P3’s assistance; staff will report back to council on financing and issuance steps as those efforts proceed.
