Cleves approves purchase agreement for three police radios, council says radios will integrate with county communications

Cleves Village Council voted 6-0 to authorize a purchase agreement with U.S. Bank for three police radios and related equipment to allow village officers to communicate with the Hamilton County Communications Center and partner agencies.
Village staff and an officer identified as Mr. Hady explained the radios are industry-standard APX 6000 units and are necessary for on-scene coordination with the county dispatch center, the sheriff’s office and fire or other mutual-aid responders. Staff said the radios will be used by the village’s part-time law enforcement personnel and detectives for safety and coordination, not as a replacement for Hamilton County patrol responsibility.
Financial terms presented to council: the equipment list is for three radios at a total price of $17,416.92. Staff proposed a four-year, tax-exempt lease-purchase with eight semiannual payments of $2,417.55. Staff said the municipality will own the equipment at the end of the agreement. The APX 6000 platform was described as the current industry standard at the county communications center and has a typical service life of about 10 years; replacement batteries were discussed as a recurring minor cost.
Council discussed why U.S. Bank was the financing partner (vendor recommendation and competitive terms for small municipal capital purchases) and confirmed radios link to the county communications center. Council also asked whether the agreement was a true purchase or a lease-purchase; staff clarified the arrangement is a tax-exempt lease-purchase (capital purchase) that results in ownership when payments are complete.
The council first voted to suspend rules (motion by Mister Bable, second by Miss Meister) and then to adopt Ordinance 19-2025 authorizing the administrator to enter the purchase agreement; both votes passed 6-0 on roll call.
The radios and agreement were presented as necessary equipment to support the village’s reconstituted local law enforcement presence and to allow village officers to operate on the county radio system for safety and mutual aid coordination. No contract documents beyond the ordinance title were amended at the meeting.
