Staff told council the Waterworks board had already approved Dr. Alvarez to fill the seat vacated by a termed-out member. "...the board did approve Mr. Alvarez, but city council has the final say on those members," the mayor said during the item. Mayor Pro Tem Davis moved to confirm the appointment and Councilman Diaz seconded; the motion passed unanimously.
