The City Council approved updates to the Bastrop Convention and Exhibit Center terms and conditions, including a series of editorial and procedural changes and a new appeal mechanism.
Staff presented a consolidated terms document intended to replace an older eight‑page policy. Council directed staff to make three specific changes: (1) treat reservations on a come‑first‑served basis for all timeframes rather than only for events less than 12 months out; (2) improve formatting and readability of the published terms; and (3) add an appeal route so applicants may request council review of restrictions imposed administratively.
Council members also discussed specific operational rules in the draft, including prohibitions on glitter and restrictions on certain foods (popcorn and cotton candy) because of odors and carpet staining; staff explained those prohibitions are intended to protect facility finishes and reduce cleaning costs. Councilmember Meyer voiced support for the "no glitter" rule during discussion.
The motion to approve the terms with the listed amendments passed unanimously. Staff will return a revised, formatted document reflecting the council’s editorial and procedural changes and will publish the updated terms for event organizers.
