Eagle Pass MPO outlines MTP 2050 timeline, public workshops and project prioritization plan

Tim Barris, planning consultant with Stanley Consultants, briefed the Eagle Pass Metropolitan Planning Organization (MPO) policy board on the development schedule and key components of the Metropolitan Transportation Plan, referred to as MTP 2050.
Barris said the MTP will project to the year 2050 and include a short-range element (years one through 10) and a long-range element (years 11 through 25). He noted that “all the requirements at the federal and state level have you have to have a 25 year planning horizon.”
The memo and workshop materials explain that the Transportation Improvement Program (TIP) will be a fiscally constrained subset of the MTP and that the MTP itself must be financially constrained to ensure funding exists to construct projects and operate transit systems. Barris said the MTP will address roadways, transit, pedestrian and bicycle facilities, freight movement and international trade connections including ports of entry.
Board members were told the MPO will ask the policy board at today’s workshops to prioritize five previously adopted goals and objectives. Barris said staff will convert those priorities into a weighted scoring system to evaluate projects during the next call for projects, and that the process will be data-driven and informed by public input collected at two workshops (1:00 p.m. and 5:00 p.m.) and during a 30-day comment period.
MPO director Marietta provided related timeline context and said the MPO’s final target is to complete and submit the plan to state reviewers before December. He previewed that the MPO will continue public outreach and a formal call for projects as the MTP work proceeds.
The board did not take action on the MTP update at the meeting; staff said the workshop later in the day will allow the public and board to provide priorities and feedback.
