Council approves Avellino subdivision variance for Rodeo Palms Parkway development

The Manvel City Council approved a subdivision variance request for the Avellino master-planned community, a roughly 49.58-acre tract along the south side of Rodeo Palms Parkway. The variance allows lot-width measurements to be taken at the front setback line instead of at the right-of-way line, aligning measurement practice with how the city measures lots inside city limits.
Planning staff explained the request and said the variance aligns the ETJ measurement with in-city practice and would remove the need for a subdivision variance at the development stage. Staff and the Planning, Development and Zoning Commission recommended approval; council voted unanimously to grant the variance and authorize the mayor to execute the associated development agreement.
The applicant presented the master plan previously approved for the development. The variance pertains to Chapter 62, section 108(b)(4) lot-dimension rules in the subdivision ordinance; staff said it resolves an inconsistency in how the city and ETJ measure lot width. Council approved the motion without further amendment.
