The Manvel Economic Development Corporation voted unanimously to approve and forward a recommendation to city council to reimburse up to $150,000 for utilities and site improvements for a new Bighorn Cantina restaurant at 7303 Russell Street.
The Manvel Economic Development Corporation voted unanimously to approve and forward to the City Council a recommendation to reimburse up to $150,000 for utilities, impact fees and site improvements for a proposed Bighorn Cantina restaurant at 7303 Russell Street in Manvel.
The vote came after a public hearing and brief presentations at the MEDC meeting, which opened public comment at 6:05 p.m. The corporation’s action authorizes the expenditure of up to $150,000 to be paid to the applicant as reimbursement for specified infrastructure costs associated with construction of the new restaurant.
Alan Mueller, with Chromax Development, representing Bighorn Cantina, summarized the applicant’s projections: about $7 million in on-site improvements, roughly $8.5 million in combined land and fixtures that would be added to the tax roll, an estimated $50,000 a year in property taxes for the city, about $4 million in annual taxable sales producing roughly $60,000 in combined sales taxes for the MEDC and the city, and about 45 new jobs with an annual payroll of about $1.7 million. “We feel that the investment that you’re making is worthwhile,” Mueller said.
Resident Mary Anne Atkinson, who said she lives at 7425 Jordan Road, spoke in favor of the project. “The jobs it brings, the tax dollars it brings ... it’s just a great opportunity for the city,” Atkinson said.
Board members asked for a brief location clarification; staff noted the site is the vacant block directly east of Bighorn Barbecue between Russell Street and School Road. After public comment, a board member moved to approve agenda item A to pass Project 2025-01; the presiding officer called the question and said, “Motion passes unanimously.” The motion approves forwarding a recommendation for City Council consideration and does not itself enact final city zoning or tax changes.
The meeting record states the MEDC will forward the recommendation to the City Council for its consideration. Staff indicated the next meeting will be the second Wednesday in July. No additional funding sources, conditions, or timeline for the city’s reimbursement were specified during the hearing.
