Fair Oaks Ranch council adopts FY2025–26 strategic action plan and directs update process

The Fair Oaks Ranch City Council voted May 15 to adopt the fiscal year 2025–26 Strategic Action Plan (SAP) and directed the city manager to begin work on an updated plan for presentation in April 2026.
"This is a pretty quick action," Assistant City Manager Jim Williams told the council as he reviewed highlights staff proposed for the SAP, including updating the city’s risk management policy, integrating the master road plan into the capital improvement program, initiating an emergency management training and testing program, enhancing communications (including automated social media listening and community surveying), and updating the IT master plan.
Williams told the council that the SAP items are subject to council appropriation in the annual budget and that staff will integrate SAP initiatives into the FY 2025–26 proposed budget work sessions. Council voted for the resolution to adopt the SAP and to direct the city manager to commence work on a replacement plan; the council then instructed staff to incorporate the initiatives into the budget process.
The SAP adoption is intended to provide staff direction for budget and operational priorities, while recognizing the plan is adjustable during the budget process. Williams said staff will "integrate these SAP initiatives into the FY 25–26 proposed budget" and will adjust the SAP to match council’s appropriation decisions.
Councilmembers asked procedural questions about implementation and timing but did not block adoption. The resolution passed by council will be followed by budget work sessions and the staff-led process to develop the next SAP for council review in April 2026.
