Shante noted the property is currently within the city's extraterritorial jurisdiction (ETJ) and observed that under Granville Utilities Commission rules (section 6 as described in the presentation), GUC could provide sanitary sewer service to the property even if council denied the annexation because the parcel is already in the ETJ.
