Town reports improvements, parts replacements at wastewater plant; operators plan tank rehab and routine PMs

Town of Clayton staff and the new wastewater treatment plant operator reported progress on maintenance and identified follow-up rehabilitation work for plant structures.
Gil Strong, introduced at the meeting as the town’s director of maintenance, and representatives from the plant said they had performed preventive maintenance and addressed several immediate safety and reliability issues. Plant maintenance work included replacing check valves and shutoff valves so blowers can be isolated, installing belts on two blowers, restoring safety guards and addressing blower configuration problems that had left some units running in reverse.
"None of your check valves are working. None of your shut off valves are working. So you could even if you had an emergency, you wouldn't be able to shut them off," a speaker identified as the new contractor said; work to replace valves was described as completed or scheduled. Speakers said all bearings appeared good and that operators will rotate which blowers run so each unit receives operating time.
The council discussed planned repairs to plant tanks: the south tank will have wall replacements and the east tank will be drained, sandblasted and repainted; contractors will not shut down both tanks at the same time. Staff said they will provide a scope-of-work document to the council.
Officials also discussed the plant diesel generator: vendors who previously serviced the tank and generator (named Keystone/Alliance and McAllister) were mentioned and staff planned to request quotes for annual preventive maintenance and fuel-service scheduling. The town will verify whether current contracts include scheduled refueling and will check the generator fuel level.
Plant staff noted reporting responsibilities to the Indiana Department of Environmental Management (IDEM) and said they will ensure access to the IDEM reporting portal and file June reports.
Council members requested a written scope of work for the tank rehab schedule and said the plant will provide a written report next month.
