Carmel commission approves $35,000 fall façade grant round and plans public record of past awards

The Carmel Historic Preservation Commission voted to allocate $35,000 for the fall 2025 façade grant round and directed staff to create an online record showing which properties have received façade funds and what work was completed.

Staff told the commission the program’s nonreverting fund balance and recent demand for grants supported the request. Commission members approved the $35,000 allotment on a voice vote.

Commission staff said they have been compiling a spreadsheet of façade-grant recipients dating back to the program’s start in 2016; staff plan to publish that information to the city’s ArcGIS survey website so the public and officials can view which properties received grants and the types of repairs performed. “If we are trying to be responsible stewards of taxpayer money, how is that money being spent?” one staff presenter said, explaining the rationale for creating a public record.

Staff also summarized administrative timing: the fall façade grant applications will be due Sept. 1, applicants will be heard at the commission’s September meeting, and approved projects may start construction in fall or have up to 18 months to complete work (allowing start in spring 2026).

Commissioners discussed prior rounds and staff’s recommendation to offer a June application window to give property owners more time to gather bids. The $35,000 allocation was presented as available from this year’s commission budget and nonreverting fund after prior rounds used more than anticipated.

The commission did not specify lower or higher funding at the meeting; the board approved staff’s recommendation to proceed with the $35,000 fall round and the public record work.
