Council removes bed-tax funding and CIC responsibilities from city program administration

Twinsburg City Council voted unanimously June 10 to amend prior legislation so that transient guest taxes (the "bed tax") no longer dedicate 50% to the Twinsburg Community Improvement Corporation (CIC) and to remove the CIC’s responsibilities for administering and monitoring the city’s Community Reinvestment Area and occupancy programs.
Council said the CIC retains funds in its accounts for future grant programs and that the city could provide funding again in the future if needed. The action removes the CIC as the city’s processor and monitor for those specific programs going forward.
The ordinance (52-20-25) passed 7-0. Council did not specify a replacement administrator or detailed next steps for processing applications and monitoring after the CIC’s duties end; staff follow-up will be needed to document administration responsibility for CRA and occupancy programs.
Council members framed the change as a policy decision to shift program administration and funding away from the CIC at this time while leaving open the option to fund or engage the CIC in the future.
