The council discussed that some residents may not be used to stricter enforcement and that parking in cul-de-sacs will be affected.
The ordinance passed 7-0 on roll call. Council did not enumerate a phased enforcement schedule in the meeting minutes beyond the statement that warning notices will be used before ticketing. The transcript shows council consensus that signage and public education will precede full enforcement.
