After a public hearing and a staff recommendation, the Apple Valley City Council on Thursday adopted a resolution approving an on-sale wine and 3.2% malt liquor license for Spice Village LLC, a proposed restaurant and grocery at 7521 140th Street West.
City staff member Christina told the council the police and fire departments completed background and site investigations and found no reason to deny the license. The applicant was present.
Applicant Billy Kothendi (who introduced himself in the meeting) described the business as a family-owned Indian restaurant and grocery in the former TCF space. He said the business will offer Indian menu items including biryani and naan, vegan and gluten-free options, a grocery section with Indian products, a butcher, and a tortilla maker; the applicant said a July opening was planned.
Council Member Graendahl moved and Council Member Melander seconded the motion to adopt the resolution approving issuance of the on-sale wine and 3.2% malt liquor license; the council voted in favor and the motion passed.
City staff encouraged the applicant to coordinate a ribbon-cutting with the local Chamber of Commerce and noted the city contact (Alex) who assisted with permitting.
