Council approves Snap Fitness use at former CVS site on Dove Trail

The Apple Valley City Council on Thursday approved a resolution allowing a health and fitness facility (Snap Fitness) as a permitted use in Planned Development 629, Zone 4, at 15115 Dove Trail.
City planner Sydney said the site is the former CVS pharmacy at the northwest corner of Dove Trail and Dodd Boulevard; the building's interior will be reconfigured for exercise spaces, lockers and associated uses. She told the council the existing parking (about 131 stalls) meets Snap Fitness's estimated need (about 80 stalls) and that the exterior will remain substantially unchanged apart from signage.
Sydney noted the PD's purpose is a mix of lower-density residential and neighborhood convenience retail; the council has discretion to approve uses not explicitly listed in the PD's permitted list. She said the applicant intends to apply for a conditional use permit later if it wants to operate 24 hours; the PD limits commercial hours between 1 a.m. and 6 a.m. without a CUP.
Council Member Grama moved and Council Member Melander seconded a motion to adopt the resolution approving a health and fitness facility as a permitted use in PD 629 Zone 4. The council voiced approval and the motion passed.
Council members and staff noted the reuse would fill a large vacant building in a prominent gateway location and that the proposal appears consistent with neighborhood convenience and parking expectations. The applicant will return if it pursues extended hours under the conditional use permit process.
