Helotes council approves ethics board appointments, fireworks permit, $25,000 for traffic signals and two intergovernmental budgets

The Helotes City Council on June 12 approved a package of routine agenda items including ethics commission appointments, a fireworks display permit and event plan, a $25,000 transfer from unreserved fund balance for traffic-signal repairs and the proposed fiscal-year 2026 budgets for the Bexar Appraisal District and Bexar Metro 911.
Councilmember Cato moved to approve the ethics commission appointments and Councilmember Buck Russell seconded. The council approved the reappointment of Maggie Burns (listed in earlier materials as Maggie Schuman/Schumann), and the appointments of Crystal McCarty, Hugh Thompson and Robert McCann. “We appreciate our ethics board serving,” the mayor said; no objection was recorded and the motion carried by voice vote.
The council approved a fireworks-display permit and the event plan, which staff said is essentially the same as last year’s plan. A councilmember noted the event draws “in the neighborhood of 10,000 people” and that the fireworks broadcast will be carried on a radio frequency for attendees parked at school lots. Council discussion said prices for the event have “stayed pretty consistent over a 5 year period.” The motion to approve the permit passed by voice vote.
Councilmember Cato moved, with a second from Buck Russell, to transfer $25,000 from the city’s unreserved fund balance to the public works budget to repair two damaged traffic signals: one at Leslie and O’Connor and a second at Shane Field in Cavern Hill. The council approved the transfer by voice vote.
The council also took routine action on intergovernmental budgets delivered to the city. By motion of Councilmember Sones, seconded by Sanders, the council approved the proposed 2026 budget for the Bexar Appraisal District and, separately, approved the fiscal-year 2026 financial plan submitted by Bexar Metro 911, both of which the mayor described as items the city can accept or decline but has limited ability to change.
All listed agenda items were approved by voice vote; no roll-call tallies were announced. The meeting adjourned at 7:14 p.m.
