City staff to bring ordinance adopting 2021 International Building Codes after state rule change

Following a recent Illinois law requiring minimum construction standards, city staff told the council they will present ordinances to adopt the 2021 International Building Code, the 2021 International Existing Building Code and related codes to replace the city's 2012 code.
City staff notified the council that a recent change in Illinois law requires municipalities to adopt updated minimum construction standards. As a result, the building department will prepare ordinance amendments for the council to adopt the 2021 International Building Code, the 2021 International Existing Building Code and the updated fire code; the city’s current code is based on the 2012 editions.
Staff said the amendments will appear on the next meeting agenda and urged aldermen to review the packet carefully because the new state law limits the council’s ability to lower standards below state minimums. Staff noted the city may propose targeted amendments that are at least as stringent as the state-mandated baseline, but any changes must comply with the new statewide requirements and an adoption deadline at the end of the state-specified transition period.
No ordinance was adopted at this meeting; staff said they will circulate the full packet of proposed amendments in advance of the next council meeting for review and suggested any proposed local amendments be submitted in time for staff review.
