Columbia City public works reports failed bacteria test, force-main repairs and sludge-hauling planning

Columbia City public works told the Works and Safety Committee on June 10 that a first bacteria test on a newly laid 6-inch main on North Park Drive did not pass and a follow-up sample was taken the same day.
Public works said it expects to receive results from the second test; if it does not pass, crews will re-chlorinate the line and repeat testing. The department said passing two successive bacteriological tests is required before connecting homes to the newly laid main.
Separately, the force-main project was inspected and staff identified a few sinkholes that need repair and a leaking water line on East Jefferson that requires repair. A seating issue around an air-release valve (ARV) at 901 East Jefferson also needs correction; staff told a contractor that the city will not accept the contractor’s final payment request until those repairs are complete.
Public works said samples have been submitted as part of a landfill-permit application for sludge hauling; no start date for sludge hauling has been set. Staff reported they are adjusting treatment procedures to address high sludge inventory and will implement changes gradually.
The committee did not take a formal vote on these operational items; staff characterized most items as ongoing repairs and operational adjustments and said they will withhold final contractor payments until identified deficiencies are corrected.
