Grayson County Schools get $260,000 CIP appropriation for buses; board grants 1‑year Styrofoam exemption

Grayson County Public Schools received two board approvals and a one-year exemption from the state’s expanded-polystyrene ban during the county supervisors’ June meeting.
School staff asked the board to approve a $57,179 revision to the school budget and to transfer $260,000 previously appropriated to the county’s capital-improvement program (CIP) into the school system’s CIP cash account for purchase of school buses. The board approved both items by voice vote.
“They would like to use that money to fund the purchasing of buses,” a county staff member said while describing the appropriation request.
Separately, the board considered HB 1902, the Virginia General Assembly measure that bans the use of expanded polystyrene (commonly known as Styrofoam) by food vendors; the Department of Education notified localities of an effective date in July 2025 and outlined an exemption process. School food-service staff asked the board for a one-year exemption, saying they have tested alternatives but have not yet found reasonable, cost‑feasible replacements for some items and have remaining Styrofoam inventory they plan to use.
A supervisor moved to grant the one‑year exemption; the board approved the motion and directed staff to file the exemption request with the Virginia Department of Education as specified in state guidance.
During the discussion some supervisors questioned whether CIP dollars should be used for buses rather than building repairs or other facilities needs; one member noted prior board direction that CIP set‑asides were intended to address capital contingencies such as roofs and pipes. The board did not require the schools to reverse the request; the appropriation passed.
