License commission approves two used-car dealer licenses for Aiken Avenue and Middlesex Street lots

"He's familiar with the rules and regulations of the license commission," Akashian said of one applicant, referring to operations and Registry of Motor Vehicles rules.
Forza Auto Sales Incorporated, represented by Winston Alves, received authorization for an open lot of approximately 10,300 square feet, an 80‑square‑foot office and a 2,800‑square‑foot garage with seven bays. The license limits the number of vehicles to no more than 17 on the premises (15 vehicles for sale or storage and two spaces for customers or employees). Akashian told the commission he drove by the lot and advised the new licensee that existing conditions must be reduced to the allowed limit if more vehicles were present during inspectional review.
TopCars Motor Group Incorporated, represented by Paolo Junior, received a license for a premises of about 7,400 square feet at 1582 Middlesex Street with maximum parking for 24 vehicles, including two customer/employee spaces. Akashian said the applicant operates an existing Top Cars Motor Group location in Malden since 2021 and has no licensing issues there.
Why it matters: the grants allow the two businesses to operate retail-used car sales at the specified Lowell locations under city license conditions and Registry of Motor Vehicles rules. Commissioners noted they will rely on inspectional services and the licensing office for compliance visits.
