Reganos told to provide groundwater test bore for basement expansion; applicant offers crawl-space revision

The Town of Babylon Zoning Board of Appeals heard application 25082 from Michael and Anna Regano for an expansion of an existing basement at a single-family home in West Babylon. Department of Environmental Control requested groundwater test-bore data on the plans; the board asked the applicant to provide a test bore or revise the foundation design.
William McGeever, agent for the owner, told the board the existing basement “has had no groundwater issue in the area” and that no test bore had been performed for the expansion. Departmental reviewers requested a test bore before expansion; the agent asked whether providing test-bore results as a condition with the building-permit application would be acceptable, but the board indicated the test-bore information should be submitted in advance of final approval. The agent then offered to change the proposal to a crawl space rather than an expanded full basement to address the Department of Environmental Control’s concerns.
Board members also reviewed photographs and letters of support from immediate neighbors; the applicant agreed to remove a side stoop from proposed plans and to conditions about the patio awning and hot-tub relocation if required. The board closed the hearing and reserved decision; staff said the applicant may revise the application to show a crawl space to avoid the test-bore requirement. The applicant will receive the board’s decision by mail.
