MPO reports TIP update, project delays and a $230,000 cut to FY25 federal estimate that may affect local projects

Doug (MPO/APC staff) told the MPO Policy Board the agency processed an administrative modification to the Transportation Improvement Program (TIP) earlier in the week to update the estimated construction cost for Tippecanoe County’s North Ninth Street project to $9,605,379.
Tim (APC staff) reported environmental-review delays may push the North Ninth Street letting into January and said the county bridge inspection program was listed in both the current and the new TIP while the STIP approval timeline remains uncertain. He also reported phase 1 of the Morehouse Road project opened to traffic in November, with phase 2 beginning construction after utility-related delays.
Doug also presented a statewide comparison of MPO obligation rates and said the MPO had previously allocated an estimated $6,540,000 in federal funds for FY25. INDOT’s final FY25 number, combined with redistributed funds other states could not use, produced a lower final allocation for the MPO: roughly $6,310,000, about $230,000 less than the earlier estimate. Doug said that shortfall could affect funding for Lafayette’s South Ninth Street project, an emergency vehicle preemption project (signal phase for West Lafayette) and right-of-way funding for Soldiers Home Road. He said staff will meet with local project managers to identify possible reductions and then process TIP amendments as needed.
Board members asked procedural questions and staff said they will update the TIP and the current 2024 TIP if necessary to accommodate federal approvals. No final project funding decisions were made at the meeting; staff said they will return with proposed adjustments after internal review.
