The Mobile City Planning Commission approved the CJ Small Heights subdivision (23 lots, about 5.6 acres) at 1107 Arlington Street on June 12, 2025, while a nearby resident raised questions about notification and the future occupants of the development.
Applicant representative Gerald Byrd said the developer agreed with the 17 staff conditions and noted a technical change to lot lines: detention would be handled with underground pipes rather than a visible pond; he asked to eliminate several common-area parcels and extend lot lines to the perimeter. Staff said the change would be handled when the engineer submits a revised site plan.
During public comment, longtime resident Sharon King, of 1129 Preston Avenue, said she and neighbors only learned of a recent groundbreaking through media coverage and not by direct notice. “We were being marginalized by the city by not being informed,” King said, asking whether the 23 new homes would be apartments or single-family homes and who would live there.
Staff responded that subdivision applications do not require a neighborhood meeting but do require mailed notice to adjacent owners; staff said the mailed list did not include King’s address. The applicant and staff did not specify the future housing product or tenant mix at the meeting.
Commissioners approved the subdivision with the staff conditions and accepted the applicant’s drawing change to eliminate surface detention in favor of underground drainage infrastructure; staff will process the site-plan revision.
