Commission approves 43,000‑sq‑ft exhibition center and silos at Franklin County Fairgrounds

The Planning and Zoning Commission approved a multi‑part proposal to expand the Franklin County Fairgrounds with a new 43,000‑square‑foot exhibition center, two interpretive structures the applicant calls “silos,” additional paved parking and new signage.

Staff described the project as consistent with the Hilliard Community Plan goal to improve fairgrounds facilities, increase usability and provide education and community programming. “The site plan appropriately addresses basic zoning requirements for the S‑1 district,” staff said, recommending approval of the conditional use, the Level‑B site plan and sign variances subject to conditions for stormwater and lighting details.

The building elevations show a barn‑vernacular design with red metal siding, a white metal roof and a wraparound porch. One of the silos will serve a security role during events; another will be programmed as an educational exhibit space tied to 4‑H and agricultural demonstrations. The plan includes shared parking with the existing fairgrounds and additional paved stalls for accessibility.

Staff recommended and the commission approved three motions: conditional use approval (with one condition), Level‑B site plan approval (two technical conditions, including final stormwater compliance) and sign variances to allow additional ground and wall signs that staff said will aid wayfinding on the campus. Commissioners said the project will provide a modern venue for existing fairs and year‑round programming while preserving the fairground character.

What’s next: The applicant will complete civil engineering, final stormwater and lighting plans and return materials required for permit issuance; staff listed conditions that must be satisfied during the civil review.
