The Oak Harbor Arts Commission on June 12 agreed to hold a dedicated workshop to implement its newly adopted strategic art plan, formed a small subcommittee to finalize application/appendix forms, and asked Parks & Recreation staff to help bring the submission process online.
Commissioners said the next step after adopting the art plan is operational: how residents and organizations submit ideas and requests, who filters and tracks submissions, and how the commission prioritizes projects. "If we can walk out of here today with a better idea of what that would look like, that form, and being able to hit submit, and how that point how that piece of paper gets into the system," Chair JR Russell said during the meeting.
Parks & Recreation staff said they are working with the city's web team but have encountered technical hurdles. "We're not able to create a new form here, so we're having to create brand new web pages and things like that," Brian (Parks & Recreation) said. Staff agreed to check progress and report back. Commissioners asked for an interim option (a fillable PDF) while the web form is completed.
The commission formed an "appendix/forms" subcommittee to work directly with staff on the application materials; Parks & Recreation staff volunteered to begin work immediately and Commissioner Cynthia volunteered to participate. The commission also scheduled a special workshop: a two-hour session at the Parks & Recreation office (1400 Sixteenth Avenue) on Friday, August 15, starting at 4:30 p.m., with the intent to replace the regular meeting on Aug. 14 and focus on implementation tasks.
Why it matters: creating a clear, accessible submission and tracking process was repeatedly identified in the plan's appendices as essential to prioritize projects equitably and to prevent projects from proceeding without full community input or budget awareness.
What happens next: the appendix/forms subcommittee will meet with staff to produce fillable forms or an interim PDF process and will report progress at the August workshop. Staff will also verify whether existing budget lines and procurement processes affect application guidance.
