Technical subcommittee urges stronger multimodal connectivity for Henry Lynch/Agua Fria project

The technical-review subcommittee summarized recent engagement on the Henry Lynch Road and Agua Fria roundabout project and recommended that design decisions prioritize multimodal connectivity.

Subcommittee members said the county has constructed a bridge connection from the river trail to the Agua Fria area and that the city’s planned reconstruction presents an opportunity to build a multiuse trail to connect the Acequia Trail and the River Trail. The group urged the project team to consider preserving portions of the existing Henry Lynch alignment and to prioritize a protected multiuse path rather than only curb-adjacent sidewalks and bike lanes.

Staff and subcommittee members noted jurisdictional complexity: the city will reconstruct Henry Lynch within its limits (Rufina to Wofford) while the county will manage the segment down to Agua Fria and the roundabout; funding and right-of-way constraints make full multimodal facilities more expensive. The committee encouraged public participation at upcoming meetings (a public meeting and a sidewalk/bicycle design meeting were scheduled), and several members said constructing a multiuse trail aligns with the Vision 0 discussion earlier in the evening because it removes vulnerable users from high-speed travel lanes.
