The General Fund request was flat at about $6.6 million; the trust fund reflected an increase in reserves. Operating expenses rose slightly to cover relief‑veterinarian services, mailing and merchant fees. FTE count remains about 58.5 with one active vacancy for a veterinarian the department has struggled to recruit because local market salaries are higher.
Director Jennifer Renner highlighted shelter accomplishments and community programs: Fortified kennels (hardened building shells and added air conditioning), a new veterinary medical unit at the Pinellas County College Vet Tech building, a very successful foster‑to‑adopt program (about a 90% conversion to permanent home), mobile clinics, a pet food pantry (21,000 pounds distributed in 2024) and a voucher program for spay/neuter and preventive care.
A pressing operational issue: the department said the $75,000 voucher allocation for spay/neuter was exhausted within four months in FY25. Staff plans to ask the Animal Welfare Trust Fund for a $100,000 allocation in FY26 focused on spay/neuter; they also plan to apply for outside grants (BISSELL, Fix the Future, Animal Friend grants) to supplement the trust fund.
Ending: Commissioners asked for more details on voucher fund status, outreach and whether trust‑fund reserves were recurring. Animal Services staff said they will return with grant updates and more precise projections of voucher demand during budget deliberations.
