Committee advances $100,000 reimbursement agreement with Olympic Pipeline Company LLC for Chinook Marsh restoration

The Planning and Community Development Committee moved Motion 20-5-5 to the Jan. 15 General Legislative Session to consider a reimbursement agreement with Olympic Pipeline Company LLC in the amount of $100,000 for work related to the Chinook Marsh Restoration Project.
Council staff said Olympic Pipeline holds an easement through the marsh for parallel petroleum pipelines that run from Ferndale and Anacortes to Portland and that restoration work may require adjustments, removal or relocation of pipeline facilities. The proposed agreement would reimburse Olympic Pipeline Company LLC for staff time spent in meetings and follow-up with the county and would allow the company to provide a preliminary engineering analysis of needs to perform restoration work.
Staff identified grant funding from the National Oceanic and Atmospheric Administration, the State Estuary and Salmon Restoration Grant program and Floodplains by Design as primary sources and said the reimbursement would not affect the adopted county budget or general revenues. Staff also asked the clerks to correct the company name in the motion to "Olympic Pipeline Company LLC" to match the agreement; the committee acknowledged that correction and moved the motion to the Jan. 15 GLS consent agenda.
