The work would replace the county culvert with a fish-passable structure; WSDOT is separately planning work on a nearby culvert under U.S. 2 that currently would become the next upstream barrier.
Staff said the two agencies coordinated design development so the combined projects will open Sexton Creek and connected Pilchuck River habitat to fish. The stated funding sources are federal and state grants, including National Oceanic and Atmospheric Administration funds and a State Fish Barrier Removal Board grant. County staff told the committee the listed grant money has been allocated and no adjustments to the county budget or grant work plan were necessary. The $2.49 million figure includes a 30% contingency.
Surface Water Management asked for urgent handling to meet contractual timetables; the committee moved the motion to the Jan. 8 General Legislative Session consent agenda for consideration.
