Snohomish County approves $490,000 FEMA-funded buyout of flood‑prone Arlington property

The purchase, carried out by Surface Water Management with FEMA grant funding, authorizes the county’s Property Officer to sign documents necessary to complete the acquisition and to demolish on‑site structures to prevent impacts and contamination to the South Fork of the Stillaguamish River.
Council staff Deb Eveson Bell told the council that the property owner was notified by FEMA in 2018 that the parcel was identified for pre‑disaster flood mitigation and hazard mitigation grant funds and that all involved parties support the transaction. “Surface Water Management has received a grant from FEMA to acquire the property and demolish the structures with the intent of preventing negative impacts and contamination to the South Fork Of The Stillaguamish River,” Eveson Bell said.
The motion cites Snohomish County Code 4.46.0.115, subparagraph 14, as the authority for the acquisition. The council voted with five members present; the motion was moved and seconded by Councilmember Nehring and Councilmember Mead and passed unanimously.
The approval directs county staff to complete the closing and demolition under the terms described by staff. The county did not specify a demolition timeline at the meeting.
Council staff made the presentation during the Committee of the Whole portion of the meeting; there were no public comments on the item recorded in the session minutes.
