Council approves updates to city personnel rules clarifying performance evaluations, records and safety procedures

The Sierra Vista City Council on June 12 unanimously approved resolution 2025-043 amending the city's personnel rules and regulations to add clarifying language on several administrative and personnel processes.
Miss Brownie, presenting the changes to council, described four main revisions: a severability clause to correct or delete invalid phrases in future updates while leaving the remainder of the document intact; a requirement that alternates to the employee council be elected annually with removal for two or more unexcused absences; a formal statement that employees may file a written response to performance evaluations within five business days and that unsatisfactory evaluations are defined under the existing four-point scoring system; and substantial revisions to the employment-records section that list documents to be included in personnel files and how employees will be notified of file changes.
Brownie also described a new safety and training subsection requiring city employees to follow procedures to prevent abuse, neglect and exploitation of "vulnerable persons," defined in the revisions as mentally or physically handicapped children and adults. She said the section was required by the city's insurance carrier.
Councilmembers praised the clarifications as bringing long-standing practices into written policy. Councilwoman Faye Jackson moved adoption; the motion passed with no opposition announced on the record.
