Central Valley SD presents final 2025-26 budget, proposes tax and homestead-exclusion measures

Central Valley School Board finance chair Mr. Ambrose outlined the district’s proposed final general budget for the 2025-26 school year at the June 11 workshop meeting, showing $46,621,225 in revenues and $47,176,479 in expenditures.
The budget presentation included several supporting tax and revenue measures the board was asked to approve for 2025-26: a real estate tax at 10.7783 mills (an increase of 5 percent, or 0.5132 mills, described in the presentation as about half a mill); a local services tax of $5 per person; an earned income wage tax of 1 percent (described in the meeting as an effective rate of 0.5 percent shared with the township); mercantile retail and wholesale rates of 0.75 percent and 0.5 percent respectively; and a real estate transfer tax listed as 1 percent (effective rate 0.5 percent in the presenter’s description).
Ambrose also listed authorized depositories and investment programs for district funds, naming PNC and WesBanco for general and school accounts and referencing the Pennsylvania School District Liquid Asset Fund (PSDLAF/“Peseloft” in the transcript) and the Pennsylvania Treasury’s Invest program for local governments. The agenda packet included a Bergheimer/Berkheimer report for May 2025; the presentation identified May general fund payments of $1,393,047.87 and cafeteria fund payments of $73,024.03 and showed a construction fund balance of $0.
The board packet also included Resolution 2026-1, authorizing homestead and farmstead exclusion real estate tax assessment reductions beginning July 1, 2025, under the Homestead Property Exclusion Program Act and the Taxpayer Relief Act, and Resolution 2026-2 to appoint Denise Seback as an authorized representative to request and receive tax information from Berkheimer, effective July 1, 2025.
The June 11 transcript records the finance presentation and the items described above but does not record a vote or roll-call outcome on the budget, tax resolutions or the homestead/farmstead resolution. The items were presented “to approve” in the agenda language; the transcript shows the board discussed and placed the measures on the meeting agenda but does not include formal vote tallies for those agenda items.
