The Exeter School District Board of Education adopted a package of policy updates and one policy withdrawal covering food‑service nondiscrimination, audio and video surveillance, student transportation procedures, fitness and background requirements for transportation personnel, and the use of private vehicles for school transportation.
The policy updates approved by the board included: ACF (food and nutrition services — nondiscrimination/procedures); ECAF (audio and video surveillance on school buses, which replaces EEAJ); EEAA (audio and video surveillance on school property, revised); EEA (student transportation services, revised); a revised policy (re‑titled) addressing fitness‑for‑duty requirements for transportation personnel (including drug and alcohol testing, medical exams, criminal background checks and certification for school bus drivers and contracted carriers); and a revision on private‑vehicle use for school‑authorized transportation (policy code referenced in meeting as EEBB or similar), which was updated to explicitly include school vans and to allow inspection stickers from out of state.
Board members and the policy committee discussed naming and clarity for the fitness‑for‑duty policy, and agreed to rename the policy to “Fitness for duty of transportation personnel (school bus drivers and contracted carriers)” to reflect its broader scope beyond testing alone. The board also amended language in the student transportation policy to clarify the standard for suspending riding privileges, replacing language about a "pattern of behavior" with authority to suspend when a student’s behavior “endangers the health, safety or welfare of others” (including the driver and other riders) and to specify that the principal, delegated by the superintendent, has suspension authority.
The board voted to adopt the policies as amended and to withdraw the older bus‑recording policy EEAJ, replacing it with the newly adopted ECAF. The motion to adopt the policies as amended carried; a separate motion withdrawing EEAJ and replacing it with ECAF also carried.
Trustees said the changes aim to update surveillance rules to reflect current practice and legal requirements, standardize procedures for handling recordings and complaints, and make transportation rules clearer for families and staff.
