Commission approves roof replacement at 13 Congress Street after neighbor testimony of support

The Worcester Historical Commission on Sept. 4 granted a certificate of appropriateness to replace the roof at 13 Congress Street with architectural asphalt shingles in the Crown Hill Local Historic District. The vote was unanimous.
Owner Joseph Sabino told the commission he planned to place architectural shingles over an existing single layer of asphalt, replacing a prior slate roof removed in 1980. Sabino said the new roofing would be “asphalt to asphalt, similar color” and identified the proposed color as “shake wood.”
During public comment, neighbor Christine Johnson of 8 Congress Street said she “support[s] mister Savino 100%,” praising his maintenance of the property and asking that the commission approve the work. The commission closed public comment and voted to approve the roof replacement. Commissioners Taylor, Andre, Gutierrez Livoti, Santos Restivo, Northway, Thierman and Chair Diane Long were recorded as yes.
