Commission staff reminded commissioners that Chapter 40, Section 1A (as referenced by staff) requires consideration of the Commonwealth’s policy to encourage solar energy systems and protect solar access. Weighing visibility against energy benefits, the commission approved the rooftop‑solar application. The vote followed a public‑comment period with no speakers.
