Commission staff advised that rooftop solar — even on a rear roof not visible from the street — generally requires filing for a certificate because the city treats visibility and material changes through separate processes for local historic districts. The commission approved the non‑applicability certificate for in‑kind roof replacement and retention of the finial after no public comment.
