HARRISVILLE — The Harrisville City Council opened a public hearing June 10 on proposed compensation changes for executive municipal officers in fiscal year 2026, including a 3% across-the-board pay increase and up to a 2% merit adjustment.
“This is required under state law,” Jenny Knight said when introducing the public hearing. Knight and council members clarified that the proposed fiscal year 2026 budget includes a 3% cost-of-living adjustment and an additional merit increase of up to 2%, which would be awarded based on performance evaluations.
Council members asked whether the 3% increase is a base pay raise and whether the merit component is tied to evaluations; staff confirmed both points. The council opened public comment on the item but did not take a final vote during the meeting.
Why it matters: State law requires a public hearing before council action on compensation for executive officers; changes to elected-official pay are typically scheduled to correspond with the city’s budget process. Any final change would appear in the fiscal-year 2026 budget if adopted.
The hearing was closed without a vote; staff and council indicated the matter will proceed through the budget process.
