City staff noted phase 1 is already under construction using Ohio Public Works Commission (OPWC) funds and phase 2 would use county permissive license tax funding.

The resurfacing covers the segment between the railroad bridge and North Bedford Road where the last paving job previously ended. Officials said the work will resume where the prior paving left off and will be coordinated this summer.
No amendments or conditions were attached to the ordinance at the time of adoption. Staff said separating contracts and funding streams is intended to preserve grant reimbursement rights and avoid any ambiguity in state or county reporting requirements.
