Planning commission approves manufacturing site-plan amendment for 1601 North 750 West

HARRISVILLE — The Harrisville Planning Commission on June 11 moved to grant a site-plan amendment for a manufacturing/flex building proposed at approximately 1601 North 750 West, subject to compliance with the Harrisville City Municipal Code and conditions in the city engineer’s review.
The project representative, Corey Campbell, told the commission the proposal is for a 60-by-250-foot single-slope steel building divided into 2,500-square-foot units, allowing up to six rentable units. "Each unit is designed to be 2,500 square feet," Campbell said. "...it could be you could take one bay, take two, three, four bays, and we'll put that partition wall according to how many square feet somebody may need."
The amendment includes requirements discussed with the fire district: Campbell said the building will have fire-rated partition walls and that a sprinkler system was required and has been signed off by the fire district. On parking, Campbell said the design aims for about five parking stalls per unit and that a handicap stall will be added to the drawings as required. "We tried to do five stalls per unit. We have one handicap now ... so he'll add that in on the drawings as needed," Campbell said.
Staff told the commission that water is not available at the site; because of that, the city engineer recommended waiving landscape irrigation requirements. The commission discussion noted that, absent water service, landscaping would be limited to nonirrigated rock/gravel treatment. The city engineer’s memorandum dated June 10, 2025, was referenced during the discussion.
Campbell described facade and exterior materials as metal paneling with alternating colors and modest storefront entries above each unit to improve the building’s appearance. He also said tenants would apply individually for business permits and that the owner expects to lease two to three units initially, with the option for up to six tenants in total.
A commissioner made a motion to grant the manufacturing site-plan amendment for the property at approximately 1601 North, 750 West, subject to compliance with the Harrisville City Municipal Code and city engineer conditions dated June 10, 2025. The motion was seconded; a formal roll-call vote was not recorded in the transcript. The commission proceeded to the next agenda item after the motion was made.
City staff and the applicant also discussed permitting progress; Campbell said he had uploaded footing/foundation files for the building permit and expected those filings to complete the permit application package. "If I just got a footing foundation file uploaded, then that should be everything for the permit," he said.
The commission’s action advances the applicant to the building-permit stage; staff will follow standard permit review and any outstanding agency requirements cited in the city engineer’s memo.
