Highway operations: seal coating done, County Z bridge work beginning; culvert replacements raise driveway concerns

Pat, highway department staff, told the committee that recent seal-coating work was completed Tuesday and Wednesday on County Z (from County up to State Highway 21) and on County W (from County O to State Highway 73). He said County Z construction was set to begin the next day, with the bridge installation first, followed by roadwork.
Staff reported the County J Little Rush Creek Bridge project remains planned for construction after Labor Day and that some stump removal and erosion-control work will precede construction.
On County Old, Pat described a recent culvert repair that required replacement of several pipes and noted the change in flow moved water to the south side of the road. He warned the committee that four private driveways on the south side use steel culvert pipes of similar age and that the department expects some of those pipes may now be undersized or at risk. "Our concern is that the driveways are going to be a similar similar shape. And if 1 of the driveways fail, now we have a huger, big problem with backup. So, we are going to investigate those pipes," Pat said. Staff said they will return with recommendations if replacements are warranted.
Pat also reported equipment updates: a recently purchased excavator was returned to the vendor due to a grapple/thumb interference issue; the vendor modified the unit and the department will test it again. Staff are also recruiting to fill a vacant mechanic position.
The department discussed mowing responsibilities and noted the state allows expanded brush control on State Highway 13 this year, increasing the miles requiring maintenance. The Town of Rome is continuing maintenance under separate agreements where applicable.
Project-specific financial notes included an awarded contract to DL Gasser for a project on the county's south end with a bid around $183,000 and construction oversight estimated at about $15,000; a reimbursement request of about $100,000 was anticipated for a different grant-funded project.
Ending: Staff said they will continue to monitor pipe conditions on County Old, advance County Z bridge installation as scheduled and report back to the committee with any requests for funding or design changes that arise from the culvert investigation.
