Concord gives June update on parks and recreation bond projects

City staff provided Concord City Council a June update on voter-approved parks and recreation bond projects, outlining construction status, schedules and next steps for several sites.
Sheila, the parks project manager, told council the bond program has an underfunded availability of a little over $2.1 million after investment earnings adjustments and noted public outreach meetings scheduled for June. Several projects are under construction, in design or proceeding to bid.
Dorton Park is open but the north end remains closed for stream-bank restoration work along Cottle Creek; that work is planned to finish by July 17. The Academy Gibson McGinnis Aquatic Center construction is complete with punch-list work underway and the pool open for the season following a May 23 ceremony. Marvin Caldwell Park remains under construction with storm drainage, mass grading and infrastructure work; staff estimated completion next spring. A groundbreaking was held June 9 for Jim Ramsore Park, with a notice to proceed to contractor J.D. Goodrem later in the month and a project timeline estimated at two years.
Design has been approved for Academy Gibson athletic fields and staff are preparing bid documents; officials also reported an awarded grant for a traffic garden and have begun that design work. Dave Phillips Park is in bid-document preparation with plans to advertise in early fall. Design work continues on the Academy Gibson Skatepark, pump track and sculpture garden with expected design review in August; Hartzell Park/Recreation Center design is expected for council in November. Poplar Tent Trailhead Park is being designed internally and staff continue coordination with NCDOT on a driveway connection to Carolina International School.
Staff outlined next-phase timelines for several future parks and said the Academy Recreation Center will be the last bond project, with design scheduled to start in 2027. Council members thanked staff for visuals and outreach on bond projects; Sheila said staff will provide updated schedules to council as designs progress.
These bond projects are voter-approved capital investments; council did not take further action at the meeting beyond receiving the monthly report and asking staff to return with schedule updates.
