Seminole Heights site to become seven long‑term rental units; plan preserves large oak tree

Council advanced an application (REZ2517) to rezone 7602 North Nebraska Avenue from Seminole Heights Commercial Intensive to a Seminole Heights Plan Development to formalize seven existing one‑bedroom units in existing buildings and preserve a significant oak tree on the site.

Stephanie Pope with development coordination said the project uses existing structures and proposes seven one‑bedroom units with surface parking, bicycle parking and a plan to preserve a 65‑inch oak at the site. The applicant agreed to provide a pedestrian connection to the adjacent sidewalk and to the nearby bus stop along North Nebraska Avenue.

Planning commission staff Quinn Steele said the proposal provides comparable, compatible infill that supports housing near transit corridors; the commission recommended approval. Development coordination staff found some inconsistencies with the land development code and noted multiple waivers were requested; the applicant agreed to submit required revision sheets and make corrections between readings.

Applicant Chris Kafer said the project preserves the large oak, maintains the existing buildings and would provide affordable one‑bedroom long‑term rental units. "By utilizing these existing charming buildings," Kafer said, "we can provide 7 one‑bedroom, long term rental units with outdoor spaces at affordable rates... while keeping the magnificent grand oak tree."

Council action: The council moved the ordinance for first reading and passed it unanimously; required revisions identified on the revision sheet must be completed between first and second reading, with final adoption scheduled for July 17.
