Charlotte Kimbrough, the petitioner, told the board the congregation would number about 15 members and that the site would provide roughly 12 parking spaces. She said services would be held Saturdays from 10 a.m. to 1 p.m. and Thursdays from 6:30 to 8 p.m., and that events would be held indoors.
The decision followed questions from board members about exterior lighting. Board member Quentin Burke said exterior lighting “is probably not real good,” and the board recommended the applicant improve lighting near the entrance because the facility will be used into the evening. Kimbrough agreed to review lighting and work with staff on any required improvements.
A motion to approve the special exception passed unanimously. The board included six members at the meeting: Diane Burke, Quentin Burke, Pickett Reese, Beau Holmes, Blake Martin and Chairman John Stanley. The board noted a quorum of six was present and that five votes are required for approval.
Chairman John Stanley opened the meeting by reminding members that anyone with a personal or financial interest must recuse themselves and that testimony submitted by a petitioner during presentation is binding for the board’s decision.
The board did not attach other conditions in the public record besides its recommendation to improve exterior lighting; staff will issue the formal approval letter and advise the applicant on next steps for permits.
