Commission declines to add Sylvan Park to comprehensive plan this amendment cycle

At the June 11 meeting, staff and commissioners discussed a citizen-submitted concept called Sylvan Park and agreed not to include the park concept in the city's comprehensive plan during this amendment cycle.

Commission staff summarized the background: the proposed site is adjacent to an HOA-managed property where a previously requested easement was denied in 2019 and is near two trail stubs. "Based on the recommendation from staff we would like to proceed with what staff is presenting to us that the Sylvan Park concept does not need to be included in the comp plan," a commissioner said during deliberations.

Commissioners and staff discussed preserving the concept for future work. Planning staff suggested using a walk-shed analysis to evaluate candidate locations and to refine parameters before deciding on a permanent park location. One staff member said that running potential sites through a data-driven walk-shed analysis could determine where a park would be most impactful.

No formal vote to amend the comprehensive plan was made; the commission's direction was procedural: treat Sylvan Park as a standalone concept, continue discussion with Newcastle Trails, and consider Cougar Mountain Veil alternatives for inclusion in the comp plan where appropriate. Staff committed to keep the commission updated on alternatives and analysis as the work continues.
