The county administrator advised that a local law must be drafted to permit the county to provide the funding in a contract similar to prior years. The county clerk/parliamentarian explained that a proper process would normally include a draft local law and a resolution setting the public hearing date before final action.

After brief procedural discussion the board voted to refer the matter to the county attorney/administration for drafting and to present the draft to the appropriate committee for consideration; the voice vote to carry the referral passed. No change in county budget or appropriation was made at the meeting and board members expressly declined to debate the merits of providing $50,000 to the town at that time.

The action preserves the board's budgeted allocation for the airport as staff prepares the proposed local law and schedules committee review and any required public hearing.
