Terry Ross, County Treasurer, told the Allegany County Budget Committee on April 16 that the county's latest sales tax report was "in the black," though revenues were down about $200,000 — roughly 2% — compared with the prior reporting period.
Ross said the drop did not put the county off track for meeting the adopted budget. "We're still on task to meet budget, so we're not down budget wise," he said in response to a question from committee member Mr. Healy.
The report to the committee included a brief year‑over‑year comparison Ross summarized as: "For the prior years before 2023 to 2025, we're up about $16,000, 15,005. And from 2022 to 2025, we're up 344." Ross characterized 2024 as an anomaly related to an increased sales tax that affected comparisons. "So I'm not unhappy about that," he said.
Committee members asked clarifying questions. Mr. Healy asked whether the 2% figure referred to actual dollars or to the budgeted amount; Ross replied it was "2% of the dollar amount." Another committee member noted concerns about proposed federal cuts and the possible local impact; Ross said county officials are monitoring federal developments and that the New York State Association of Counties (NYSAC) was expected to address the matter at a meeting next Wednesday.
No formal budget actions or changes were made at the meeting. The committee approved the April 16 meeting minutes before the sales tax briefing and later moved to adjourn.
Why this matters: Allegany County relies on sales tax receipts as a recurring revenue source for county operations. A persistent shortfall could affect departmental spending or require midyear adjustments; committee members said they were watching both the current receipts and potential federal funding changes closely.
Next steps and context: Ross and committee members said they will continue to monitor monthly receipts and federal developments; NYSAC's upcoming meeting was identified as a likely venue to get additional information on the federal funding issue.
